From October 6 to 8, 2026, a study visit on border enforcement of intellectual property rights was held in Budapest, Hungary, for customs officials. The visit was organized by the European Union Intellectual Property Office (EUIPO), in cooperation with the National Tax and Customs Administration (NTCA) of Hungary, within the framework of the EU-funded EU4IP Project. Three representatives of the State Revenue Committee of the Republic of Armenia participated in the study visit.
The visit aimed to facilitate the exchange of practical experience and good practices in the field of border enforcement of intellectual property rights, enhance the professional capacities of customs authorities, and strengthen international cooperation. During the study visit, practical approaches to risk analysis and targeting in the field of border enforcement of intellectual property rights, mechanisms of cooperation between government authorities, as well as issues related to interaction between customs authorities and rights holders were discussed. Particular attention was paid to border procedures concerning goods suspected of infringing intellectual property rights, including counterfeit and pirated goods, the detection of counterfeit medical products, measures to combat smuggling, and other relevant issues.
As part of the study visit, participants visited relevant customs units in Hungary, gaining insights into practical experience in customs control, the detection of violations, and border control. Visits were also organized to the University of Public Service and the European Union Agency for Law Enforcement Training (CEPOL), where professional education and training programs for customs and law enforcement officials were presented. The study visit provided participants with an opportunity to familiarize themselves with European best practices, discuss existing practical challenges in the field and possible solutions, as well as strengthen international professional ties in the field of border enforcement of intellectual property rights.
