According to Kristine Hambaryan, the draft envisages making three main changes in the current law, which refer to the existing restrictions, property rights management organizations, and contract forms.
In particular, the main change in restrictions will create a favorable opportunity for students ությունների educational institutions, making them available in the manner prescribed by law the use of even the full version of the book, exclusively for educational purposes ով through the internal network of the educational institution.
"It can be in electronic version or on a material medium, as a result of which the student will not need to buy an expensive textbook. Instead, the educational institution will do it by buying one copy, making it available to all students. The next restriction concerns the interests of visually impaired people, allowing them to change and make available to them the size of the work, which is not allowed by the current legislation, "said the representative of the institution.
The law also introduces clauses in the contract, so that the author can get acquainted with the provisions and decide under what contract he puts his work to use before giving permission to use it.
The change in property rights management organizations will allow authors to work more transparently with the organization, overseeing its activities. In this regard, certain criteria have been introduced for the accreditation of the organization, the existence of which only the authorized body will allow the organization to deal with the management of property rights.
Kristine Hamparian noted that structural changes in the law were also made, the provisions causing misinterpretation were revised, taking into account the opinion of the authors.
Referring to the current situation, Kristine Hamparian noted that in recent years there has been a great deal of interest in the field, but added that "more often the authors apply not to protect their rights, but to restore the already violated rights."
